I'm using dreamweaver and i'm wondering would i be able to make it with that
and how could i do it.

You make a forum by using one of the many forum softwares out there ( SMF, PhpBB, etc )

Upload the Zip file in the root directory then extract.

You could have just installed the SMF forums from the Fantastico option in the cPanel. Create a seperate directory in the public_html as SMF or forums and upload them there.

Well, you change the localhost to mysql.x10hosting.com first of all, then you put in your mysql DB username and password then submit.
