New Member Trying To Open A Free Hosting Account

I opened a forum account first than tried to signup for free hosting and im getting an error saying that im either trying to make another account or running through a proxy server. Was I suppose to sign up for a free hosting account first than to the forum, cause Im not using a proxy server?

I did notice that during Free Hosting Registration there is no username check if I'm trying to use a username thats already taken would it give me that error?

The ARIN records for your IP address show it is a dynamic IP address and probably not a proxy server. But, since it's dynamic the last person using it could have been using it for hosting a proxy, so it's not unreasonable that you're blocked. I'll ask a staff member to see if they can do something to get your account created.
