No Access to SSL Certificates

My control panel doesn't show access to SSL certificates:

https://x15.x10hosting.com:2222/user/ssl

It displays a popup indicating: that the feature is disabled. Contact your administrator.


Can it be enabled so I can use SSL on my account?
