no way to upload file

dear sir/madam, I noticed that the files in my public directory have been deleted and I have no way to create a new ftp account and also I cannot upload files. What can I do?

Please respond if you want the upgrade to Illuminated. Also, you should take backups of any databases that you might need to restart your site.
