Not able to configure webmail

I am not able to configure my mail client (Outlook 2007) correctly to my new mail account I created recently. I put in all the details provided while creating the new account i.e incoming mail server as "mail.market-research-solutions.com"
and outgoing mail server the same(with same username authentication). But while I test account settings, it can't send a mail and gives an error:

Send test e-mail message: Outlook cannot connect to your outgoing (SMTP) e-mail server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).

Please tell me what to do.

Is anybody gonna try to answer this? Please help me. If anybody else had got this kind of error/problem, please help me resolving the issue if you have managed to rectify it.

I can't also send a recieve mails in webmail in cPanel(Squrille, Horde). Error is

:Connection refused
111 Can't open SMTP stream.

What to do? Please help!
