Is this site just a scam or what?

Do they just suspend and notify as way to promote the benefits of paid membership,
regardless of if you did anything wrong or not?

That's what it looks like to me.

If you're using a forum or content management system and you enabled email on it then may be your users send too much email...

Rememeber to turn off welcome email and don`t allow users to send emails.
