i have a friend who is looking to make his own website, i have told him that i know a free webhost (x10) and hes interested but wants to know if he can use nukePhP, it has to be installed so i thought it would be a no go, but im asking on his behalf to the admins or anyone with knowledge, can he install a plug in for web creation?
