You can download templates from just about everywhere. Find one you like save it to your computer. Once it's there you will then get and ftp client (like filezilla, cuteftp or similar) and ftp up to your site. Make sure when you ftp the files to the site that they are all placed in the public_html folder.

To edit the current default web page log into your cPanel. Click on file manager look for a file (in the public_html folder) called index.html right click on it and open it up with the code editor. There you can add remove change the colors experiment and so forth.

Even if you go to another host, I doubt they will provide you with an html editor. cPanel has one built in. Just like Chris73 said, go to file manager, find your desired document, and click on code editor.

I would be on my last rope too, if it takes multiple threads to ask the same question. ( where you get help in both )

If you want a free website builder, do a search for it. We don't know exactly what your skills are, so we all will have different opnions on what is "good" to use.

Here is a few :
http://www.coffeecup.com/designer/
http://www.download.com/3120-20_4-0.html?tg=dl-20&qt=Web Design software&tag=srch
http://www.evrsoft.com/download.shtml

To edit HTML in Cpanel, you must go through File Manager, click on the HTML file you wish to edit and there is an option to edit the file ( upper right side of page ) ... if you want templates, you have to look for a template, download from the website, and upload either through FTP, or through the file manager.

If you want specific help, you need to ask for it. We are not mind readers and don't know exactly what you want.
