Open port 27500?

Wondering if its possible for incoming port 27500 to be opened on the server so it can be used for an HLstatX setup... It seems like it was open for a short time but then stopped working. Could I get some confirmation if its open or not? I sent a support request through cPanel and haven't received a reply.

Sorry, we do not open ports on free hosting, you would need a VPS to open ports
