Its one thing controlling outbound links, but when I read "While a suspicious inbound link may not trigger a warning now, that doesn’t mean it won’t in the future — all Google has to do is flip a switch." Well that's something to be concerned about. If an opposition decided to spam you link on trashy sites you won't have any control over it.

Yes sure , that are totally In Control .

Well that's something to be concerned about. If an opposition decided to spam you link on trashy sites you won't have any control over it.

Oh that's really a problem , big problem , Not controlled but we try to be spam free . We not overcome just by evaluating website for past work as someone is continuing to build suspicious links (opposition decided to spam you link ) or say risk management for SEO and links entails assessing the risk of potential new links, as well . Thus, webmasters must be conscientious, actively monitoring their sites' ongoing link growth for anything that might be construed there are programs out there that can help you identify “risky” links .
Like Disallow tool : But Google has made it clear that their tool is not going to always be 100 percent correct, so it’s crucial that you are able to find and analyze these links on your own.
While There are Number of other tools + Analyzing processes to identifying the links that you want to disavow or links that are Harms your website .
