php and MySQL not working anymore

Hi,

My Php to MySql is no longer working. I am also not able to use phpMyAdmin in cPanel. I get the following error:

#2013 - Lost connection to MySQL server at 'waiting for initial communication packet', system error: 95

Are you able to help?
