PHP Configuration still not upgraded

I've requested for the Advanced PHP Configuration, and it appears that I've gotten permission from DefecTalisman here:

It's been well over 24 hours, and there is no response. Is this normal? If it is, then okay, I'll wait for Byron to review my application.

Your application will only be applied if an Administrator tells you to request it. What's the reason you need PHPv3?
