PHP Features?

Hey I tried searthing the forums for any posts on how much PHP is given on the normal basic level. I do know that you have to request for more features, but do we need to ask permission/upgrade the account to run things like PHPBB2 or 3? I tried uploading this before, and it would give me errors on installing/setting it up, so just wondering.

For phpBB, you need the intermediate version of PHP.
