PHP forum creation question

I am wanting to create a forum [like this one] using PHP for my website as well as a blog page, is that possible and if so how? [How meaning is their a program i could use to create and manage the forum?] I use Adobe Dreamweaver CS3 for my web design and Adobe Contribute CS3 (a bloging manager program).
