here its the source code

PHP:
$to = $row["mail"];
        $toname = $row["login"];

        $headers = "From:no-reply@bzpgest.pt.tl";
        if ($state == 0){
            $subject = "bzpGest Account have been Inactivated";
            $message = "Hello\n\nYour Account have been Inactivated by the bzpGest Administrator. For know the reasons of this, contact the administrator by admin@banzap.x10hosting.com. Thanks.\n\n\nbanzap";
        }
        else{
            $subject = "bzpGest Account have been Activated";
            $message = "Hello\n\nYour Account have been Activated. Now go to bzpGest website and start using! Thanks\n\n\nbanzap";
        }
        mail($to,$subject,$message,$headers);
    }

its only a informantion when activate or desactivate an account. for hotmail users doesnt work...

It's not an x10hosting problem.
Hotmail sends to bulk-mail or block mails that are sended by PHP scripts by an unknown email address.
As you can see, your script works as you can send mails to Gmail or other mail providers.
