PHP upgrade

Hi

I would like the mail() function enabled so, that I can develop my PHP skills. I heard I need level 2(intermediate) for that. How can I get the upgrade?

those php levels have long been removed. mail() has been disabled temporarily due to abuse that the staff can't keep up with.

It has been temporarily disabled due to the move to a new datacenter. It has nothing to do with abuse.
