I upgraded to intermediate and I uploaded IP board 2.3.5 to the server. I go to the install file and its blank. I thought the upgrade fixed this.

like 5 minutes? but it's still not working after like 8 hours

it doesnt even load now it's just stuck on loading

If you take a look in your cpanel error logs you will see :

[Mon Sep 15 14:37:00 2008] [error] [client 208.102.254.12] ALERT - function within blacklist called: shell_exec() (attacker '208.102.254.12', file '/home/kisuke/public_html/Sources/Subs.php', line 3481), referer: http://forum.wowsentient.co.cc/index.php?showforum=2

The shell_exec() function is only allowed in advanced php config.
You will need to apply for advanced php.
