phpBB 3 Install.php Page

I am in need of some help. I have a X10Hosting account that I don't use anymore, and I had a forum on it, phpBB3, and it worked perfectly. The Install page came up and It would work good from there on, but on my new account, I can't access the Install page. I go on my FTP and upload all the files (Same as the ones I uploaded for my old account) and then put the correct link (Triple Checked) and it wouldn't load no matter what I do! It doesn't say this page doesn't exist it just is blank white. When I deleted all the files from my old Site, and reloaded the PHPbb3 files on it, the install page came up perfectly! Is this domain Related? How do I fix?

You must upgrade your PHP version to intermediate through your account panel.
