phpmyadmin down?

i seem to get problems loading the phpmyadmin page on every free web host i've been, even x10. im starting to think that the problem is with my internet service provider becaue this cant be happening. or is it the freeweb hosts?

I would have to think that it's the browser and/or ISP you are using. Try using another browser, if not I would have to say it's your ISP, as I just tested phpMyAdmin on the server you are on, ciroc, and it seems to be working fine.
