First thing is to have a lot of good content.
Second thing is placing your link on forums etc..
Really, if you don't have content, your users wont stay..

Get a lot of content, tell your friends about your website, and affiliate with other websites with the same type of content as you.

I would say find a way of keeping your website fresh with idea's every now and then.

Dont put too much content on your site, you want your visitors to come back wanting to see updates and stuff.

Submit your website to google and other search engines too.

try and have something on your website that your viewers have a use for.... such as, games or myspace codes. You get the idea

You could use traffic exchange. The second option would be to advertise your website.
