This is a permanent suspension, in accordance with section 8 of the TOS you agreed to on signup, you have forfeited all access rights to any files and/or databases on the account for being suspended for a contravention of the TOS.

In non fancy terms, you will not be unsuspended and cannot be given access for backups.
