Pop art effect

Does anyone know how I can make a pop art effect like this:

I really need this, as its for my GCSE's (test's)

One way of doing it would be simply edit the image once so that its colourful, then duplicate that layer and use some random HUE colours to change the colours, keep duplicating the layer and using random colours (im sure if i had slept within the last 24 hours i'd be able to explain this a lil better lol)

I just installed zone alarm, and its blocking it for some reason.

You probably have to show Zone Alarm that MSN its a trusted program and allow it to connect
