As far as i can tell, you can have a site in a non-supported language as long as there is a 1-1 translation of it to a supported language(which is English, French, and Spanish)
An example is like this: http://www.graphicz.co.uk/en/
where you have an easy link to go to another version of the page in a different language.
The onlything that is not allowed is the use of automated translation services(like babelfish)
