I got this reply but I do not think it is official since I was told previously that my Turkish translation is fine to have up since my main sites are in English and Spanish.

This was the msg reply to my question in another forum:

BTW I like the click buttons for different language versions, looks like MaestroFX1 missed those.
Which makes the site fully in compliance with the language rule.

At the present time sites are allowed to be in non supported language if there is an easy to find word for word translation to a supported language such as English. Also automatic translations, such as Google Translate, are not allowed.

1.
Suppose if I have a page which is COMPLETELY written in Hebrew/Mandarin and I add a link to an English version in the page. Would I be safe?

2.
Can I write Hebrew using English alphabets and add a link to an English version?

3.

This came to me as a sweet surprise, it wasn’t mentioned in TOS.
So, Why this inconsistency?

1) Should be fine if you make it EASY to find; that counts as the language selecting option.
2) Same as above; if there's an english version, good to go.
3) The main reason is because Google doesn't always translate everything, and it doesn't always translate properly. To be honest, if you were to manually use translate and not some addon plugin for Wordpress for instance, and if it actually were to translate everything and do a pretty good job of it, we'd probably be unable to tell.

The only real reason we got rid of Google Translate as an option is because we actually found several sites that were utilizing it, but it was incapable of translating most of the page. One in particular that I ended up having to suspend was translating the header, the post title, and the footer - the actual content was missing, so I couldn't tell what was actually being said.
