Postgres issues

I apologize if this is explained somewhere, but my search came up with nothing.

I'm on stoli and I'm trying to create a postgres user and a database in the CP, but it doesn't work. I get the same error for both:

Error from postgres wrapper: PostgreSQL has not been configured by the  administrator. Unable to locate pgpass file.

I also tried with phpPgAdmin, but all that does is offer for me to login and that page is constantly refreshing. Without a user created, I shouldn't be able to login anyway, right?

Anything I or someone else can do about this?

I have decided it's definitely a configuration issue of some sort. I just noticed even the page for setting up the databases has the same error:
