PostgreSQL not connecting

Hello,
I am unable to connect to my PostgreSQL database that I have set up. I tried with two different forum packages, and they both claim they can not connect. I tried with both "localhost" and "localhost:5432". What could be wrong? (PS, I have deleted the database and am using MySQL for now)

PostgreSQL is not available on free hosting as this plan comparison reveals. You'll need to upgrade to Illuminated or Premium for it.

Wiki page, updated Jan 11 doesn't say anything about Free/Illuminated

Also, on Chopin, the cPanel seems to allow you to create a PostgreSQL database and users. Doesn't throw an error. Counts against your total databases. Apparently does not let you connect or really does not create the DB.
