Why does it say private under Free Webhosting and (I think) the Spanish Equivelant?

We disabled it to prevent other users to post in other people's threads like random stuff.

It's not the Free Hosting forum that's set to private, but the suspended accounts section.

Why? Well it's not likely that anyone other than a staff member will be able to support those people who are suspended. Also probably for privacy issues.
