Problem connecting to starka server.

I cannot log in to the cpanel due to a connecting problem with the starka server. The site I'm trying to open is: https://starka.x10hosting.com:2083/

Is this a know problem right now, or is there something wrong with my client?

Edit: Forgot to mention the error message that IE shows: Internet Explorer cannot display the webpage
