Problem sending e-mail attachments

For a month or so I have been unable to send e-mail with attachments larger than about 60 KB. After uploading about that much of the attachments, the upload halts, and after a few minutes I receive an error message:

Sending of message failed. The message could not be sent because connecting to SMTP server stoli.x10hosting.com failed.

As you can see, my account is on stoli.

There has been problem with Horde mail,did u try squirrel

Update:

This morning I was able to send a 322 KB attachment, so perhaps this is an intermittent problem.

However, this morning I am unable to retrieve/read mail. My mail client reports that the connection to mail.pragmada.x10hosting.com times out while sending login information, while SquirrelMail says "ERROR: Connection dropped by IMAP server."

Further update:

I have been able to retrieve mail sometimes today. This also appears to be intermittent.
