Problem With All My Mysql's

when i try to load up my forums or the gallery i get this error message
Below is what i get when i load the forums up
Warning: mysql_connect(): Too many connections in /home/articz/public_html/forums/sources/Drivers/mySQL.php on line 67

ERROR: Cannot find database articz_forums

Unable to connect to database !

what does this mean coz when i went into CPanel to check the mysql there where none???

what should i do now?

the stupid thing is i was going to backup all the tables today.
