Problem with magic quotes

Can you tell me if the following are correct for an intermediate plan?

magic_quotes_gpc = On
magic_quotes_runtime = On
magic_quotes_sybase = On
register_globals = On

Why do you need register globals?
We only approve advanced php version requests if it is absolutely needed.

Well the problem is that nothing in the admin panel of a script loads, it shows the menu just not the content
