Problem with my website : database error ?

does it means the database can't be used ?

I try to log on PHPmyadmin but it said that the access was refused.

It's a problem due to the new server ?

Try this:
Login to cPanel ( http://fris.x10hosting.com:2082 )
Click on Remote MySQL
Add this to the allowed list:
int.fris.x10hosting.com

Then try loading your site again.
