Problems with CPanel

Not understand why can not I access Cpanel I get this error:

The filesystem mounted at / on this server is running out of disk space. cPanel operations have been temporarily suspended to prevent something bad from happening. Please ask your system admin to remove files not in use year on that partition.

Approximately how long it takes to restore service?

Not sure. As I said, you'll have to be patient.
Alternatively, you could upgrade to premium, where there's a 99.9% uptime guarantee.
