Problems With IPB

I have IPB installed on my hosting account and I tried taking it offline I went to Tools and Settings>Board Offline / Online and selected yes where it said Turn the board offline and typed in the offline message and hit update settings and then went to my forum index (Not logged in) and saw the ofline page but no offline message. Please Help!!

Edit: I'm having alot of problems with IPB. Since I had this problem I uninstalled and then reinstalled IPB, but I can't run the installer, when I try to I get

Can not write to directory: "uploads", please CHMOD to 777

when I looked in file manager I couldn't find the "Uploads" directory

All issues at that level with ipb should be handled by their support people on their forums, if you havent paid for your copy you are not entitled to run it here on x10, and if we find out we will suspend or if we feel it is a repeated offense terminate the account for using nulled or unlicensed software.

It is legal not paying the renewel fee still lets me use it, but I just can't get no upgrades and no support until I pay the renewal fee (See Below For Knowlege Base Article on License Renewals):

If the uploads directory is not there... create it and give it 777 permissions.
