I know languages must be English French or Spanish, but if I were to host a small CMS, would I be in trouble if a user posts in say... dutch?

Because I can't be on it checking languages every other second...

Also, If I were to make a certain part of this CMS private, would users be able to post in their own language there?

As long as most of your website has an english, french or spanish translation then it should be okay. The main problem occurs if you have large ammounts of your website that the account managers cannot read and therefore cannot check to see if you are breaking the TOS or not.

So... if I were to give them an account with access (Not admin permissions) to everything... they would leave me alone?

Well. If you opted to do that, it would make the AM's have an easier job approving your site. The only concern about that rule, is that your site must be in clear English/Spanish/French. And it must comply with the ToS.
