Yes. BUT, you cannot have copyrighted material on your site without the owners permission.

Okie dokie then...I doubt I'm going to use it...I was just curious since the TOS says we cant provide hosting for people.

No, sorry.
You can't host any "hosting" script on the free servers. You can't host scripts like Rapidshare, Youtube, Imageshack, etc. Even if the material that user uploads is not copyrighted.
