question about suspension

My account was suspended for high usage. I followed protocol and the suspension has been lifted.

My question is what constitutes high usage. For the month of Sep, there has only been 4.5mb of activity. Aug was more than that but still only had half the activity of July which was well below the published allowed amounts.

I don't want to have a repeat of the suspension, in the future, but if I don't understand why it was suspended I can not do anything to avoid it.
