I currently on a free hosting yet I only plan on being on it while I making my site once it complete I plan on putting it on a paying plan but I wondering when on the paying plan do I have to post once every 2 weeks?

No, paid members do not have any requirements at all besides to follow the general TOS about Warez, etc...
