I was considering transferring my account from free hosting to paid, the only thing is: can I get a guarantee that the site will load faster? I am on the Chopin server right now and everything is extremely sluggish (about 1 minute minimum load time for any page even cPanel).

Therefore, you can expect premium hosting to be many orders of magnitude faster and more responsive than free hosting, plus you get the added benefits that come with the premium account.
