Terminated accounts are completely and permanently deleted so it's impossible to re-open a terminated account when nothing is there to re-open. Your only option is to sign up again for a hosting account.

Sorry for misunderstanding, .x10hosting.com domains are no more available. If you have .x10hosting.com domain you can keep it but in your case you can`t get it back.
