High Risk signups (which due to France's history of elevated levels of abuse, France sadly is high risk) were disabled for some time. Signups are now being processed in the order of which they were originally signed up for, however because of the delay there is a backlog that will take some time to process through.

France is not in the black list ... I'm a normal user that want to use a very well known service ... 7 days now

I know you probably want to get your site set up and away straight off but it's a free host that looks after its servers. It is worth the wait.
