What you are implying is that you have another x10hosting account that you have tried to switch the domain name to, but the cPanel will not let you.
You are only allowed one Free Account.

Or that he thinks he has to remove it from cpanel to move it to another host, which he doesn't. For that, he just has to go to wherever he registered the domain and change the nameservers to point to their services. Either one's a possibility at this point.

I am stopping you from using your domain name on any x10 services for 14 days or more. You can signup to any other host and use the domain name there. You will need to update your nameservers settings at your registrar, http://www.internetbs.net/.
