(req) Layout

I need a really good layout. I am offering 130 points.
I need a layout kind of like this:
1) http://www.640toronto.com/

I want the colors along the lines of black red orange blue? Any of those just choose a combination. At the top i need a scrolling thing(i think its called a maquee) instead of that log in thing. Besides that kind of keep the main idea of that layout.

I'll try making the website similar to the one you want, but it will not be exact but similar. I will start work today, but will complete it as time permits.

well i have started working on the site. I should finish it within a week or sooner.
it will take time because i am currently working on another website for my site.
and yes, i will code and slice the site. It will be ready to use on your server. On this site i designed a site for swirly. you can download the site from http://foruz.co.nr download section. the site is under construction but the download will work fine. check the site out there.
