The requirements for unmetered / extra disk space are:
* The account has been active for at least 7 days.
Yes.

* The account must be using at least half (50%) of it's current disk space allotment.
Yes, 80%+

* The account must have a valid (i.e. working) website that follows the Terms of Service (TOS).
Yes, I believe so.

Thank you in advance!

Resource Usage Overview

Your site has been limited within the past 24 hours
I/O operations per second were limited for your site

Your site might hit resource limits soon
Your Physical Memory usage was at 1023.94 out of 1024

Can I speak with someone to upgrade my account please?

Your site use a lot of Physical RAM. It may fall under their terms of service no.2
High Resource Usage Policy

Try to check as to why your site hitting the max limit. if is really legit then it is time for you to transfer your site on a paid ones since it use a lot of server resources that affect other users.

"Time to transfer site to a paid one" well that's what I've been trying to do. I emailed and used the contact page, but no reply.

you can not expect speedy replies on a free hosting service.
replies may take days, weeks even months for a reply.
all you can do is try emailing them again then waiting.
flooding the forum with requests wont get a faster response from them.

if upgrading from x10hosting to x10premium (paid hosting of x10hosting) just provide them at the checkout page your x10hosting username for migration.
If upgrading just the disk space, wait for the staff for reply.
Any other upgrading option is manually bakup and dowload your site files and database. Re-point your domain to your desire hosting provider. Then upload your database and site file to the desire hosting provider.
There are other option depending on your chosen hosting provider.

Better check the Terms and Condition and the Acceptable Usage Policy on Shared Hosting since your site may Hit always the Max Physical Ram.
Virtual Private Server (VPS) on Kernel-based Virtual Machine (KVM) is your ideal option since you can always max out your resourse without bothering other customer. OpenVN, XEN and shared hosting like x10hosting cannot use always max your resource since it will affect other customer and your account may lead to a suspension.

Asking once to upgrade my "free" account to a "paid" account isn't flooding.
Please explain yourself.

There no need to ask for an upgrade to a "paid" when you bought it just give them your username for x10hosting
at the ckeckout page of x10premium.

by chance, you are talking about the disk space in your x10hosting account to upgrade? If so, you confused us since you asking to transfer from free to a paid account in x10hosting which is not possible since there no "paid" account within x10hosting. Only x10premium and x10vps are the "available paid" upgrade for the account of your x10hosting and only to provide the username of your x10hosting account.

If transferring your hosting data to another "paid" host then you should manual backup all hosting-related data.

Anyway you hitting the max physical ram, x10hosting may ban your account if repeatedly hit the limit. Disk space upgrade is the least of your issue here.

Originally I was requesting about increasing disk space then I found out at that time I needed more resources.
However hitting the max physical ram wasn't a regular or sustained issue:

Number of Processes 2 50 0
Physical Memory Usage 59.24M 1.00G 0
Virtual Memory Usage 32.14M 1.00G 0

Upgrading to a paid account either x10premium and x10vps or whatever package they have.
No contact by anyone from x10hosting direct hesistates me in purchasing any services from these providers.
I need some advice from these staff members but the lack of support is disconcerting.

Only a handful of the staff reading the forums and most of the time there are offline. As stated by @spacresx

The staff I saw mostly active is these people,
@Anna @Livewire may process your request of double disk space
since asking for unmetered diskpace seems gone without notice.

I used this form to contact x10hosting:

But that was more than 7 days ago.

It can be easily assumed they are making so much money that they don't need any extra custom.
