Required grant for bulk mailing

Hello, I run techmate.in on your server. My website has email subscription. So I require to send email updates or Newsletters . I read in TOS I should ask for bulk mailing grant. So Please tell me if I could use the bulk mailing service. And also what will be the maximum mail limit per hour.
