Resource Limit Hit Message

It's been appearing for 24 hours straight. It says it resets every hour, but it doesn't. I go to my site, see the message, wait another hour, and still see the message.

The resource limit hit message isn't new to me. I get it occasionally, but it has never been up this long​.

Could there be something wrong with the resetting?
