your main site looks like e107 or someother cms which probably has an included forum plugin or has one available.
one of the forums is phpbb the other one is smf

- The ads and other stuff at the end of the pages are strangely placed.
- The chose colour options are cool.
- The main menu is not in the box labeled main menu.
- you have no poll in the box labeled Poll.
- you have no content in the box labeled Universal Online Status.
- your site is sort of hard to navigate.
- The default navy blue background doesnt match the green of the pages.
- Like Hopper said, no consistency in colour schemes form page to page.

http://www.phpbbhacks.com has some great skins for phpbb3 that might match
as for smf im curious as to why you picked a different software package for your different forums? imho it would be easier to maintain if you didnt have to remember the nuances of 2 different forum pacages

- Pretty nice site overall, the design aspect. Not the content aspect.
- Ads on the sidebar and footer totally kill the layout of the site, it would look better if you didn't have them like that (messy and cluttered, and doesn't fit in with the design)
- "MAIN MENU, RESOURCES" and all the bars with gray backing on your sidebar should also have green sidebars like the rest of your modules.
- "WRITECOMMENT" and other things like that might look a little bit better if you used one line to display it.
- "HTML MODULE, SEEK NOW" is really random and has no capability other than making the header of your site look ugly.
- You should really remove that color chooser of yours
Like I said, the content of your site is what is making it look bad. The design is very nice and elegant and sleek and contemporary because it looks very nice and the colors complement each other. It's just the way you put your stuff is the problem.
