Revival of website registered with another account

http://chessclub.saffronwalden.website/ was registered with another account, but the member of our club who was responsible for running the site decided to break from the club, and clearly suspend the service.
Is there any way that we can get this site re-enabled and transferred to a this account?

We have temp. unsuspend the service. Are you able to possibly have the existing owner of the account email us at support@x10hosting.com stating we can transfer this service to someone else?

I'm afraid not. It seems he's not responding to our requests. Is there any other action we could take?
