Why is RV Sitebuilder not available when I log into cPanel? This is the second time that I'm asking the question as the previous thread was closed without being resolved.

RVSitebuilder is currently not available on the lotus server. If you keep checking back on cPanel every week or so, it should be getting enabled within the forseeable future.
