Second Website for a Free Account?

Are you able to register a second x10hosting domain name on one account? I would like to make two completely unrelated websites.

If this is not available, would you be able to have a second website if you bought a second domain name and linked it to the account?

You can have a second domain. Add it with the "Addon Domains" tool in cPanel.
If you have superca8.x10host.com , you cannot have superca9.x10host.com on the same account.
